Biobased Products
Biobased products are "commercial or industrial products (other than food or feed) that are composed in whole or in significant part of biological products or renewable domestic agricultural materials (including plant, animal, and marine materials) or forestry materials."

Establishes a statutory mandate for a Federal biobased products purchasing program, similar to the buy-recycled program under the Resource Conservation and Recovery Act (RCRA).
Federal Biobased Products Preferential Purchasing Program
On January 11, 2005, USDA issued a final rule establishing the framework for the new Federal Biobased Products Preferential Purchasing Program (FB4P) under the 2002 Farm Bill. The program will be similar to the buy-recycled program managed by the U.S. EPA but contains significant differences. In 2005, USDA plans to propose to designate biobased products for Federal preferential procurement and to issue guidance for establishing affirmative procurement programs for buying biobased products. Federal agencies will be required to update their Affirmative Procurement Programs for purchasing the USDA-designated products within one year of designation.
